PATTAYA – July 26, 2012 [PDN]: at 1 a.m., Pol. Capt. Wisanu Chaisuwan, vice suppression inspector of Muang Pattaya police station, Chonburi, was patrolling with a police force in his duty area, when a tourist reported that he had seen a man beating a boy near the intersection of soi 10 and Beach Road, moo 10, Nongprue, Banglamung, Chonburi.

Police rushed to the spot and saw a suspicious-looking man with a young boy. When they questioned him, he said his name was Cha, age 27, from Cambodia. However, he did not have any legal document of permission to come to Thailand. The boy, “V”(alias) was 7-years-old, also from Cambodia.

The police brought them to the police station. The boy told police that he had been living with his grandmother in Cambodia, but she had recently been arrested, so he had to live alone before he met Mr. Cha.

Mr. Cha invited him to live together, but he later forced V to beg tourists for money. If he could not get money from tourists, he would be beaten.

Mr. Cha denied that he had beaten V, and instead just covered V’s mouth when the child cried too loud. He said he did not force V to be a beggar.

The police were not convinced by his statements. They are holding Mr. Cha while cooperating with related organizations to pick up Mr. Cha for possible violations of Thai immigration and child smuggling laws.
