After two decades of chronic war, Cambodian government has restored a lot of infrastructures, especially the ones related to investment. Because of its natural resources and peaceful political circumstances led by Cambodia Prime-Minister Samdech Hun Sen, the investors have changed their direction to Cambodia, like Qarta, Kuwait, UK, US, Israel, India, China, Indonesia, Malaysia, South Korea, Japan, Russia, etc, have put their capital in this sector. As proof in the beginning of 2008 a Russian company named Koh Puos (Cambodia) Investment Group Ltd has proposed a plan to develop Koh Puos, one of the big islands among the twenty two islands in Sihanoukville. The island has beautiful beaches with attractive natural view for local and foreign tourists to visit. If you want to go to Koh Puos from Phnom Penh, you have to drive on national road number four to Sihanoukville (230 kilometers from Phnom Penh, around three-hour drive). Meanwhile, Sihanoukville has the biggest international sea port in Cambodia.
Along with sequences of development in this tourist city, Koh Puos (Cambodia) Investment Group Ltd has made up its mind to invest an estimated 300 million Euros to turn this ultimate island into a paradise island in 2010 which is constructed by a Chinese construction company named Sinohydro International Construction Co., Ltd under control of the Ministry of Public Works and Transport. The project intends to finish their work in 30 months from the day of foundation piling till the end of 2010, and the establishment of a concrete cement bridge in Village 3, Sangkat 3, Khan Metpheap, Sihanoukville. The bridge joins Koh Puos and Sihanoukville for tourists to get more easier travel by cars. The Koh Puos project will create the world class resort; villas, apartments, shopping mall, condominiums, and other entertainment centers ?etc.
This project is ninety-nine-year contract with Cambodia government in term of leasing which has to build up the connecting bright joining Hawii Beach to Koh Puos for 900 metres long, the distance between each pills are 200metres far, and 32.5 metre hight from the sea level, this bridge costs about 20 million Euros for 30 months duration construction. On Jun 07, 2008 Prime Minister Samdech Hun Sen noticed on the piling ceremony that this leasing not foreigner?s belonging. This means it is not like Hong Kong and Macoa case that the king of Chheng Dynasty rented those two areas to Britain the Portugal, resulting in different political systems in China after the two countries returned the sites back to China. However, Koh Puos having been invested by this Russian company is just investment, not selling the island, the purpose of leasing this island is not targeted on money, but the real issues are create more job opportunities for Cambodian and increasing income in all sectors, include both government?s revenue and capital income. He added that tourism along the coastal areas in Cambodia still has slow improvement if compare to neighboring countries, though Cambodia has foundations 400-kilometre beaches, beautiful view, luxury sands, and green forest but those coastal are useless and not yet developed.
Mr. Sai Hak, the governor of Sihanoukville, talked through the phone that in 2010 when Kos Puos development and investment project is completed by 60% to 70%, he can assume that it will transform itself into an economic city. He added that according to the Council for the Development for Cambodia (CDC), this project cost 300 Million Euros. The Russian investment company will initially start to build a 900-meter bridge which connects Hawaii beach and Kos Pous (Snake Island). The project is considered to be one of the biggest projects.
Together with non-stop development in this tourist city (Sihanoukville), the price of property there has noticeably increased.
